When Dianne Feinstein died, her place in the U.S. Senate became empty. On October 1, 2023, California Governor Gavin Newsom stated that Butler would be his choice to fill it.

Butler started organising unions for Baltimore and Milwaukee nurses, Philadelphia janitors, and New Haven hospital employees. President of SEIU United Long Term Care Workers, SEIU Local 2015, she organised in-home caregivers and nurses in California in 2009. She was elected California SEIU State Council president in 2013. She raised the minimum wage and upper-class income taxes in California. Butler supported Hillary Clinton in the 2016 Democratic primaries as SEIU Local 2015 president.
Butler was named UC regent for 12 years by Governor Jerry Brown in 2018. The regent resigned in 2021. Butler became a SCRB Strategies partner in 2018. At SCRB, she was crucial to Kamala Harris’ 2020 presidential campaign. Butler advised Uber on organised labour matters at SCRB. Since 2010, when she helped Harris secure SEIU support for California Attorney General, she has been a political ally. She departed SCRB in 2020 to become Airbnb’s North American public policy and campaigns director. She became EMILY’s List’s third president in 2021. First black woman and mother to run the organisation.
